Make sure that the container each spice is in is air and water tight. Some spices can be frozen.
It sounds like you have a humidity issue and moisture is causing your spices to clump. There are small closet and pantry dehumidifiers that plug in and can dry the air. I'm not sure how big your pantry is or how many spices you're talking about. I'll put in a small pouch of long grain rice in my spices to catch any moisture that may be coming in.
You could try using DampRid, you can but it rightbat Walmart. Or put your spices in containers that are air tight.
Since spices have relative short shelf lives, buy smaller quantities. You also could try placing the spice containers in a larger airtight container.
I have the same problem with some of mine no matter what container I put them in. Most of them are the things you put on meats for cooking or barbequing. I think it is in the sugar that they seem to put in all of them. I purchase small containers of the ones that do this and put them in airtight screw top containers and they still clump or get hard. I think it may not just be humidity, but temperature also. The regular spices that I transfer to glass screw top containers seem to stay longer, as some of my less used spices stay good for years and it doesn't seem to alter the flavor at all, they stay as strong as ever.
