What kind of model? I would use some sort of clay type product.
when I needed a small foot that was missing on a lamp, I pressed one of the other feet into clay for a form then poured Bondo mixture into form. After it set up remove from clay form (best if before it gets too hard), paint to match, glue on with epoxy
not sure what it is you want to model, but if it's a small project, polymer clay might work. Brand names are FIMO or SCULPTY, carrie at hobby stores such as Joanne's. The work is baked at a low temp. in the oven. It does not shrink.
