I would think you'd have to repair the damage first. Or texturize the walls to cover the damage, then paint.

Repair damaged walls first because it will never look right.......
First, smooth them the best you can with first heavy, then fine sandpaper. Vacuum the walls to get all of the dust off. Then use a primer coat, and finally a finish coat of paint. Buy the best paint you can for the best finish. Ask your paint pro at the hardware store for advice on brands.
