Are you going to do it on the inside or the outside of the window ? For the inside, you can purchase window kits that have the double-sided tape that you put around the perimeter of the window frame, install the plastic sheeting, and heat it with a hair dryer to tighten everything up. On the outside, you would use clear vinyl and molding strips, like those you use when installing new screens on a wooden door or window. or make your own furring strips.
