First patch then paint. Install a new floor. If you pick sheet vinyl there are many many patterns to choose from and you can install it yourself. New fixtures (light, sink & towel). Give your cabinets a fresh coat of paint too. Before painting the walls be sure to wash them down with TSP. Bathrooms especially can build up lots of "stuff" and your new paint will adhere better if it has a good clean slate to begin with.
