You definitely can! start by cleaning the wall with a light solution of water and vinegar or Clorox (be careful to protect floor and open windows if you use Clorox). Let it dr. If it's shiny in some places you can do a some light sanding so the paint will adhere better. Clean with a tack cloth. Mix white latex paint with water (usually half and half) but make sure it is not too runny, you want it to be creamy not watery. Start applying to small sections following the grain of the wood and wiping excess with a cloth. Keep working it that way till your entire wall is done. Good luck!
You can paint paneling, but take into consideration the material the paneling is made of. It can be anything from real wood to a faux wood look. Sometimes it can be a very cheap product and what you use on it may cause problems if you use the wrong finish. Once you have determined what the paneling is made of (if there is an electrical outlet take off the cover to see if you can determine the product the paneling is made of) then go to a paint store and ask them what product would be best to use and what preparation of the surface is necessary before you apply your first coat. You may (probably will) need a primer as your first coat and then paint over that with whatever paint you desire (flat to gloss).
