Make sure you go by the handicap guidelines...difficult to explain here but google "building handicap ramp" and study up on it.
When you go about building a ramp, there is no cheap way to do it unless you get donated lumber and labor! You will want pressure treated lumber since you do not want to take on extra maintenance!
Contact the VFW in your area. They can help with connecting you to those who can help.
There are a multitude of foundations, grants, etc. available to you as a veteran to help with this need! In addition, going this route will ensure that the ramp is up to code, well built and safe.

I realize this may take many phone calls to get accomplished but....you should certainly end up with getting a ramp built and installed at no cost.

I live in a retirement town so there are quite a few groups who build these like Habitat for Humanity, and there are also disabled groups that provide grants to pay for materials and building, and we have church groups here that also provide volunteer groups. I would contact your local Senior & Disabled Services office or Dept. of Aging to see whats available in your area. If he already has a case worker, I would contact them first as sometimes Medicaid covers the ramp for access.
