Wine bottles work. Or a rack to put them upside down. Flat boards, with upright posts, (narrower boards or thick dowel rods) to hang the boots on.

Stores sell cheaply paper towel holders that are metal. That would work for boots.
pool noodles (like kids use a pool)
Easy peasy - get pool noodles and cut to the height of your boots. Stick inside.

the foam pool noodles work great, cheap and cut to length needed.
I agree with the above comments. Pool noodles work great to keep boots up straight. Also you can cut them to the size you need with a bread knife.

You could build a rack with pvc pipes that stick up vertically,then place your boots upside down on them..
Cut pool noodles that kids play with for the boots.
