Try Bon ami or Bar keepers friend
I had a stove like this in the past. I would get a hot dishcloth or sponge and let it sit on the stuff until it loosened up. Goo gone or Sticky out might help also.
Soak orange peels with white vinegar in a mason jar for about a week. Sprinkle baking soda on dried on gunk and pour some orange/vinegar stuff on. It will foam. Leave on for several hours. Repeat if necessary. Wipe off.
Cover the area with paper towels and saturate with vinegar. Keep it wet for several hours. Should loosen the gunk and make it easier to remove.
Go with the reliable sos pads and some elbow grease! After you get to a paste like stage let it sit for a few minutes before you start the rinsing process.It may take a few times depending on how grimy it is. The sos pads won't harm the enamel. Make sure to rinse well starting with dawn dish water finishing with plain water (try to use the warmest water you can handle)
ZEP Heavy duty Citrus Degreaser remove grease and more. Just used it on our cupboards in kitchen before painting. Works great. Available at Home Depot. Smells good!
We live on a Air Force base when we first got married... and one our neighbors did house cleaning when families moved out ( the houses had to be returned to pristine condition when vacated, and the inspectors would practically dismantle the stoves to verify that it had been cleaned) She told me that she used Easy Off oven cleaner on the old enamel stoves (top, under the top and oven) she would cover the gas burner or the electric element with aluminum foil so the spray would not get on them... once sprayed she would let it sit, covered by a heavy plastic trash bag, while she worked on the rest of the house or over night. Hot water, steel wool and a toothbrush sized wire brush were her tools of choice... A final rinse with vinegar and water to remove any residue
try using an ammonia and water solution and soaking a cloth and leaving it on the gunk overnight. that should loosen it to get it off
Please watch that pets and children are kept away from the ammonia!
