Start with a plan for each room and write down, in detail, what you want to do. Then do a cursory search for supplies so you know how to budget for each item in every room. Then set a budget and stick to it. Have a contingency back up fund (especially if moving walls or utilities as you never know what is behind those walls till you open them up. Fund should be 10% to 20% of your entire Reno budget. I do 25% just to be safe.) Then tackle one room or one task at a time and go for it!
Paint the walls - least expensive thing to do. And makes the biggest impact. Flooring it the next big thing. Don't forget to check at Habitat for Humanity if they have one in your area. Lost of new / nearly new products. Also thrift stores for furniture and accessories to match. Check out magazines and on line for color ideas / style ideas, and work from there.
First you need to have and idea of what you want as the end result.. Spend a little time on DIYnetwork.com or HGTV.com to find a LOOK that you want... then you can make a plan to make it happen... Make a story board , binder, folder to gather all your ideas for each room.. print out pictures of things you like to remind you of your final goal and desired look.

You state that you are on a budget... If your master plan involves replacing all the flooring in your home... set up a special savings account and start collecting funds to buy enough for the whole house plus enough extra to give you 3-4 boxes left over for future projects or possible damage like a water leak (my niece had a washing machine hose break and flood her teeny laundry room and part of the hall.. she had 1 extra box of flooring which she hopes will be enough to make the repair) GO shopping and find the price of the flooring you like, and save accordingly... then you can take advantage of really good sales or promotion prices when they happen (like at Lumber Liquidators)
Shop clearance, sales, thrift stores, online sales, etc...just remember to buy extra of things like tile, or flooring in case things like changes to floor plans happen.. If you have a spare bedroom or garage that you can dedicate as a storage area, start collecting stuff there... but wait until you have everything for a project until you start it. (our IKEA kitchen stayed flat-packed in a unused bedroom for 6 months until we has the other stuff we needed) Paint can be last minute... but if you see something you LOVE you may have to jump on it ..or lose it.
Find the look you like, plan how to adapt it to your space..and get going.

With paper and pencil. Put down your ideas, measure your rooms - cost it out. Then decide if you want to do one room at a time or something that would have most impact overall like painting the whole house or new flooring.
