Try a scrub with vinegar and baking soda. Should help at least a bit! 22 years is nothing . . . And if you are thinking about replacing eventually, start shopping around to see what you might like and how much it may cost and start saving money.

Replace the Flooring......
After 22 years, I'd think of pulling the linoleum up and updating/replacing it with something else. People love laminate flooring as it's easy to install and not too expensive. Not my favorite. I'd rather have tile.
This could be wax build up. Try sudsy ammonia.
Time and age can discolor linoleum. Try washing with one cup of lemon scented ammonia to one gallon hot water. It will remove old wax and grime. Then apply new wax. I do this once a month. Otherwise you will have to live with it until you can replace it.
