Fleas don't like eucalyptus, try some essential eucalyptus oil in a bottle with some warm water and a fine spray nozzle and give it a spritz. We used to also put the leaves under the carpet edges. Outside you can use DE or Neem oil. DE can be spread as a powder, but will need re-applied after rain. Neem oil will last some longer because it is an oil that does not break down as easily. Both are safe for pets.
Would a Seresto flea collar help?
Use Bravecto a three month flea and tick prevention on the dog,sprinkle baking soda on the carpets and leave on long enough to kill the fleas,vacuum,repeat as necessary,out side use food grade diatomaceous earth. If you do not control outside you will continue to have this problem
I wouldn't use a flea spray in the house as it is a pesticide and will be absorbed through your skin, same with the dog. Pesticide exposure can trigger cancers in both humans and animals. I have had great success with a combination approach of diatomaceous earth sprinkled in the yard and on carpets (use like the baking soda example above), Sargeants' flea collars, bathing with regular shampoo (nothing fancy), and using a flea comb, dipped in soapy water to capture the little beasts if they were catching a ride on my poor dog. It has always worked well, and we have stayed pesticide free in our environment.
We have rescue cats and dogs. The best thing we ever did was to remove our carpet and replace that with sheet vinyl. Seresto flea collars work the best of all the collars we have tried. Free range chickens eat the fleas in the yard so they keep that under control and no chemicals on the yard.
I had the same problem and my vet recommended coating the dog in diatomaceous earth and salting the carpets weekly.
