If you're thinking you need to prune them way back to make them bloom, then, HOORAY! You don't have to do it at all! I don't know what dummy started that, but it doesn't work, and it makes the poor trees look horrible all winter.
If you just need to remove a couple of small branches that are broken, or growing over your house, you can do that anytime.
Here's a rule the pros use: You should be able to hold the total pruning of your crepe in one hand.
I've trimmed them at every different time of year - you probably don't want to do it when they START growing again - but really?? you can trim them at any time of year - not GREAT idea to do it in COLD WINTER but if you must.... you can. You don't have to trim them to make them bloom!
