Depends upon the paint you choose, but you can never go wrong if you apply a water based primer first before any paint application
A good stain blocking primer like Zinsser 123, BIN, or Kilz. Then paint. Use a foam roller and foam brush for a smooth finish.
Mineral spirits remove any dust or sand but painting bare wood is fine
Be sure to wash it off after sanding.
It depends on what finish you are using. If it is paint, then prime first.
