Roses should be pruned when format,late winter or early spring before the new growth emerges
i do it in early spring and they grow beautiful.
Late winter/early spring is best!
Cut them back around St. Patrick's day. Cut half as tall as it is at that time . They will grow faster. At that time feed them rose food. Your roses will appear on your new growth.
Be sure and mulch around this rose for the winter. Here on the Gulf coast we prune around Valentine's Day.
In Georgia we prune them in February.
It gets pretty cold where you are, so I would prune back to about waist high after you have had a least 3 hard freezes. This will prevent the wind from whipping the canes around so the cold doesn't freeze the roots. Mulch well and don't let them dry out if you don't have enough rain. In the spring, around March, start your pruning for good growth. I am in NC and we prune here the first of March & feed them the beginning of April. If you prune too early and then get a warm spell, the roses will try to start growing and that new growth will get frost from later cold spells. Also we use a lime-sulfur spray in January to help the bugs and fungus from having a nice picnic. Check out the American Rose Society for lots of good information.
