First thing I did was to get it out of the rain. Unfortunately yard art gets worn by the elements. A coat of poly might help. But that would only slow down the erosion.

Have you considered moving your statue to where there is less exposure to weather?
Poly would be a good temporary protector. When it comes time to paint, a waterproof masonry paint would be best.
Plaster of Paris is very porous and not the best choice for outdoors. Try sealing it with polyurethane or waterproof masonry paint.
I have used 2 things on my yard statues, one which worked very well was to spary it with several coats of Lacquer, the other was to coat with Thompsons water sealer.
Plaster of Paris isn’t meant to withstand outdoor weather unfortunately. If you can move it to a dry spot, that will help. You could try sealing it then using a skim coat concrete over it, then sealing that.

Maybe a Glass case? Plaster of Paris is very pourus and would need to be sealed with mybe Yatch Varnish a few times to make it water proof.
Plaster of Paris remains to a degree water soluble and slightly 'chalky' so it will be eroded by wind and weather. If you want to experiment you can try covering the piece in varnish or Shellac but that won't last for a very long time.
