I have a meyer lemon tree and it isn't producing like it did last year

Most fruit trees bear heavily every other year, and bear lightly or not at all every other year. It gives them a chance to rest. I have not grown a lemon tree, but have grown many other fruit trees and always found this to be true. Hope this helps. Citrus do best on the south sunny side of a house with lots of sunshine, mulching, deep watering, and not in clay soil.

With this being in late Nov., I wouldn't trim any of it, now. Wait till spring, and then you can trim it. ONLY cut off, the branches, that are too long, or suckers. Keep the main branches for fullege. I would also, dig around the main trunk, about 6" down, and put in fresh soil, and Peat Moss., and give it a good drink of water. You will see a huge diff., in this tree. Then, next fall, you can trim it again, for winter, and in the spring, for this is the time to kill the suckers, that grow and take up alot of strength for growth, thru the winter. So, when you cut these off, the tree should produce. Always remember, tho, every other year, is usually when you will get a real supply of fruit. It will produce a lot one yr., and then a light crop of fruit the next yr., then a real large crop of fruit, again. This is the way nature does it. It's too late to prune now. After it fruits next year, you can prune up until fall hits in your area.
