My double pane windows are stuck and I can't open them please advise on how to open

Is there any way I can de-fog it? I don't want to buy a new window. Thanks.
Art, in the spring time, or when it is much warmer, take off that window, and take it to a hardware store, for their help. They will truly help you. J.

Double paned windows usually have a gas in between the glass. You can call a glass company and they will replace the gas and add a new outside pane. This is not a DIY project if you want it done right.
Bijous is right about the gas inbetween the panes. Just get new windows.
