I redid some cabinet and all I did was make sure the surface was really clean and free of oils and the primed them before I painted them. They turned out well. Sanding is used to get rid of uneven surfaces mostly and better adhesion for the paint.
Don't sand laminate cabinets. All laminates are not created equal. You may end up with quite a mess. Use TSP to clean well and de-gloss.
A light sanding gives paint something to adhere to better.
A light hand sanding is all that needs to be done... is just enough to give the surface a "tooth" so the paint grabs on well.... 120 or 220 grit sandpaper on a foam sanding block is all you need... a light scuffing all over will do it.
Don't forget to wipe them down with a tack cloth or damp rag... to remove all trace of sawdust.
Ficher Luce and Marty are correct. Lightly sand to roughen the surface for paint. Use a good stain blocking primer then paint.
