I would use WD40 or silicone spray and spray any moving parts and seals.
It sounds as if you need to oil the handcrank and the skylight hinges. If you cannot safely climb an A-frame ladder that high, get someone who has the correct equipment to do it for you. This might be a good time to change very high lightbulbs and clean ceiling fans. 😇
