If you have a flat sheet of cotton (buy at craft stores in fabric section): Stretch or pull out the cotton until it looks like “snow”. Lay the cotton on a table. To make a garland or 2 or 3 scallops. Thread a needle with white thread and push the needle all the way from botton to top, tie off at the top with a secure knot. Continue to make your other scallops.
