If you have a flat sheet of cotton (buy at craft stores in fabric section): Stretch or pull out the cotton until it looks like “snow”. Lay the cotton on a table. To make a garland or 2 or 3 scallops. Grab the cotton at the bottom and scrunch together to the top to make a scallop. Thread a needle with white thread and push the needle all the way from botton to top, tie off at the top with a secure knot. Continue to make your other scallops. When done, attach your cotton “snow” garland to the top back of your drapes with straight pins or safety pins. Enjoy your Winter Wonderland!
