There are outdoor outlet covers with little it up doors on them. You install them like any outlet cover. Home improvement stores would have them.
For plugs And outlets on cords (like plugging into an extension cord) there are plastic boxes with rubber grommets on either end to encase the plugged in part. Amazon carries those and so do RV places.

My outdoor electrical outlets all have covers, can be picked up at any hardware or home improvement store. When running holiday lights, I tape connections together with plastic bags and electrical tape.
If your asking about holiday lights there are covers you can buy at Walmart in the Christmas area this year or be the the mother of invention by using zip lock bags with twist ties or dollar tree Tupperware, on the bottom container cut u shape in each end of the container place the plug ends inside in the middle while each end wire can mes through the u shape hole and snap the lid one and you have a cheap instant holiday plug covers.
You can buy inexpensive covers made especially for outdoor plugs. They just screw on where you took the other outlet plates off.
