Removal of paper backing from concrete floor

I'm looking at painting a concrete floor that I recently removed vinyl flooring from. I have paper backing stuck down that water doesn't seem to remove or cause any bubbling. Any ideas?

    use a heat gun to help loosen the glue, scrape up with putty knife, maybe?

    You have felt backing glued to the floor , so a solvent will need to be used to get up the floor ..I would use odorless Mineral Spirits to soak the floor with it and let sit for about 4 hours , then take a stand up scraper with sharp blades and scrape it up ..Not an easy job , but you need to get the glue up ...Let it air out a day or 2 before you go painting ...
