A/C not working

Normally when the outdoor unit is covered the pressures rise and the safety pressure switch triggers and shuts the outdoor unit off, until the pressure drops down. If the fan is blowing inside and no air is coming out, of the grills, the inside coil could be frozen. But that would not be caused by the outdoor unit being covered. Let is sit for a few hours turned off. Then try again. If its not working then, you will need a pro to evaluate the safety switches as they may need to be reset. Another issue can be the capacitor that boosts the compressor in the start mode. If its been cycling on and off for a long while on the high pressure switch, the capacitor may have overheated and burned out. Not a big cost to fix, I doubt what ever it is will be very costly to repair.Helpful Reply
