Woodbridge Environmental Tiptophouse.com on Aug 04, 2014While brown paper bag floors can be put on cement. I would not do this in a basement floor or in a wet area. Moisture that comes up from under the cement will cause mold to develop under the paper and eventually cause issues with the finish. Use a good quality cement floor paint. you can use two colors to make the floor look like tile. Do a search at the top for painting cement floors and see what comes up.
