Bore Worms

How do you get rid of Bore Worms in trees? I think that is what they are called. I have already replaced three flowering trees. I have treated the dirt and sprayed the trees. They came back. Any suggestions on what I might be doing wrong? Thanks.

I used Lindane years ago, but it's now illegal to sell. http://www.pestproducts.com/lindane.htm You could check with your local agricultural center for information.
