Carole on Oct 06, 2014I have an idea it is an ancient spinning top. Perhaps a rope or thread was attached to the handle and you pulled the handle (separating the top from the handle first of course) to set the top spinning and the chain thing is something to lash the top with to keep it going? I typed into Google - Ancient Spinning Top and amongst the images was this Egyptian picture. See what the right hand figure is holding - looks same as the image - a stick with chains hanging from it and the left figure has what looks like a top in its hand and a stick somewhere in the photo?Helpful Reply
