Planting garlic: fresh vs cured

I bought a bunch of garlic at a farmers market and it is a mix of cured garlic (papery outer layers, easy to peel) and fresh garlic (very firm, not papery, difficult to peel). I would really like to plant some of it and was wondering which would do better? Should I plant from the fresh or the cured?

    You want the fresh, but make sure the farmer you got if from has actually grown it himself and has not merely imported the bulbs.

    Thanks! I buy from a little old lady who has lived her whole life on the side of a mountain but every Sunday fills a bag with whatever she has in her garden and walks down the mountain to our little town and sells it in the doorway of the market so that she can buy rice and sugar at the end of the day. It isn't always the prettiest produce in the market, but it is my favorite!
