    You can buy this product from a concrete supply house in NJ. They can ship it anywhere. It would definitely work over tile but the tile must first be primed to accept the material. Dry time is quite reasonable as it is a water based product. Cure time is several days but you can walk on it within a few hours. Look up NJV Concrete supply on Google...
