Sometime slip covers are designed to fit a very specific furniture design which may be why it isn't working properly. Othertimes they are just downright bothersome! Maybe try adding long strips of Velcro to the cover and the furniture where you are having issues? You could also add a few stiches in the corners ( or staple underneath) but it wouldn't be as convenient for a quick wash.

Get a cheap shower curtain rod and put it behind the backs of the cushions to hold it in place. It will fit down into the back "crack" behind the cushions, assuming the size is right. I assume it's for a couch? If not, then buy the Velcro dots or strips that has the sticky backing so you can just affix it with Velcro in several places.

Pool noodles cut in half are good at holding slip covers in place

Use rolled up magazines and put in the back of the cushions.
