Charlie on May 01, 2015It almost looks that at one time holes were drilled for electric cords but I would have it looked at by someone who knows cement. Also check behind the other tiles.Helpful Reply

Moxie on May 01, 2015It looks fine. Put sanded grout into the holes and let cure before you re-tile. The surface will get floated in when you re-tile but watch the face of the new tile to keep them in the same plane as the old with a big rubber float (the notches on your trowel won't keep them even with an uneven bed surface). The concrete surface doesn't appear to be crumbly - as long as it is hard and sound you will be fine to go over. : ) Good luck with your project!Helpful Reply
