Lemon tree with diseased leaves

What is covering the leaves on my lemon tree? We just moved to this home with a lemon tree in the yard. Some leaves have wholes, others have yellow spots, webbing throughout but other leaves have a worm like pattern on the leaves. What in the heck is this?
These leaves freaked me out. It looks like a worm like parasite is in bedded in the actual leaf.

    damage from leaf miners I believe, I have lots of orange trees and have the same thing but its not enough to do any damage to the already large trees.

      @DAWN DAVIS I think its just the mark they leave behind. Yeah I imagine using an organic soap soap oil or soap would work just be sure not to use any chemicals, you (we all) need those bees to pollinate that tree.

    spray with neem oil I think it is twice a yr. that is what the nursery recommended to do

    The trees have bloomed for the year and small fruit is all formed. Spray if you need to!

    Neem oil will work, you can get it at home depot its concentrated so a little goes a long way. Also natural. oap and water works, but it doesn't last as long.

    What you see on the leaves it what they leave behind. The bugs are actually white bugs, if you shake the tree you may see some fall. They will hide on the underside of the leaves.
