most pallets have already been treated with all kinds of chemicals. This link (I have no affiliation) will give you lots of great info on pallet safety. It important to know especially if you're bringing the pallet into your home.

Pallets are made out of hard work and will hold up in the weather for a few years without any preservatives. The wood will turn gray if not protected. I would not place them in direct contact with the ground unless you use a preservative and even then it will not hold up the way pressure treated wood would.

Pallets are either heat treated or chemically treated. If you are using a pallet indoors or for any food related purpose, use the one's marked HT (heat treated) as no chemicals were used.

this site has lots of information about chemically treated pallets, hope it helps. if the pallets are safe to use, treat them like you would any wood product that is going to be exposed to the elements. http://thefrugalchicken.com/how-to-tell-if-your-pallets-are-safe-for-diy-projects/

No! I use water base paint and one coat paint (Two coat will cover), they take very well.

Yes you can, but make sure there is no oil on the timber. I also carry out idea of painting the timber first then wiping and rubbing the off excess paint to get some lovely effect.
