Definitely sand first, make sure all sand dust is wiped off, then primer all - for best results. Then you can go about distressing. There are several good you-tube videos you can watch.

You can use a deglosser first, then lightly sand..The deglosser gets rid of the shine and enables the sanding to better bring the teeth up in the wood. It also makes sanding easier with out the gloss. When I use chalk paint i just degloss forst, it works great.

Check out "milk paint" from General Finishes, it is not a true milk paint but sticks to everything, it really is a great paint for kitchen cabinets but you will have to apply a sealer after.
