I found this damaged birdbath at an estate sale and decided to do a mosaic on the top to cover the broken concrete. I used stones piled around the broken concrete and then did mosaic on the interior. I also had a ceramic turtle that I put on top of the high spot by the stones. I used thinset to adhere the stones, the turtle, and the mosaic glass.
I started by drawing my design directly on the concrete with a permanent marker. I xeroxed the designs for the fish and then covered this xerox with parchment paper and thin netting. Then I glued the mosaic pieces to the netting using the Xerox as the pattern. Once it was all dry, I took the pieces joined together by the netting and adhered them to the bird bath concrete with thin set. When the design was complete I grouted the whole thing with black grout and applied a sealer.

Good luck with your project. It was a huge hit when I gifted it to my friend.
