What is "wet distressing"?

I've heard about "wet distressing" painted furniture. What is this and how do you do it?

    Wet distress is used with milk or chalk painting. when painting in layers or just to get to the wood or surface. Using a damp cloth, you wipe the paint after drying to the layer underneath.
