Power wash (without soap), let dry completely and use the paint of your preference. Chalk and milk paints are easy to use, nearly always environmentally friendly (no VOCs) washes with soap and water and can give you that great aged look if thinned with water while you are applying or a very finished pro look if you brush it on without thinning. I do recommend if you are painting on a hot day to spray it with water as you go to keep it from drying out too fast. A simple misting spray bottle is enough. Once you have enough paint on you can wipe down edges with sandpaper or a damp lint free cloth to get the aged rough corner look or just smooth the surface after a couple of coats. I encourage you to experiment. There are lot of chalk and milk paint products out there, even Walmart carries an inexpensive brand or you can make your own.

Since you are going to paint them, take a good floor brush to remove dirt, dust and cob webs, then sand, prime and paint.
