Sounds like a dry erase board would be the best solution to your chalk issue. Nearly everything is messy, so everything has to be cleaned at some point.
I have a chalkboard shopping list in my kitchen for years!! It is pretty large. The key to controlling the dust is not to use a dry eraser. I wipe mine off clean with a damp dish cloth.
Erasable dry chalk board would be a good solution.
Chalk is going to make dust. It's just a matter of cleaning it often.
