So here is the real deal regarding chalk paint, “regular house water-based latex paint “ and acrylic paint.
chalk paint is regular water-based house paint. It has both latex and acrylic resins in it. Plus a calcium carbonate powder added.
regular water-based house paints have latex and acrylic resins in it.
acrylic “craft” paint is the purest form of water-based latex paint and is very expensive to make. That is why vinyl resin is added to regular house paint. Acrylic paint does not have vinyl resins in it.
so, from this it could be concluded that acrylic craft paint could be added to chalk paint because, while it doesn’t have vinyl resin in it, it is the purest form of latex paint and chalk paint is simply latex paint (with vinyl resin) and with calcium carbonate powder added.
however, if you are mixing large amounts, which would be very expensive with acrylic paint, you might want to add more calcium carbonate powder.
UPDATE: here is a scientific comparison of calcium carbonate (citrate) and sodium carbonate (soda ash aka baking soda):

Here is a link to Amazon for calcium carbonate powder than is not over priced as a paint additive:
https://www.amazon.com/dp/B0064GZPPO/ref=cm_sw_r_cp_api_glt_fabc_2DGE23SKYAFVE42J5R1M?_encoding=UTF8&psc=1
one can also conclude that soda ash aka baking soda can be used as the powder component of chalk paint. Though experimentation with the amount would be necessary to obtain the correct consistency. But that could be said of the citrate as well.
one thing is certain-the chalk paint must be top coated. The paint will simply wear off if it is not.
