I would strip the laminate and start over.Pinterest can show you ideas.

I have also seen someone strip off the rest of the laminate.

I have done this with an old chest of draws. Strip of the laminate, cover with a non shrinking water based filler (I used Selleys Spakfilla Rapid) give it a light sand and then paint. I used the filler because it was fiber board and some glue remained.

If the laminate has broken off, you pretty much have to just remove it. If it is still there but is loose or bubbled (raised up) you can repair it fairly easily. This technique was taught to me by a former furniture maker. To reglue bubbled or loose laminate, slice into the center of the bubble with a razor blade, then using a plastic syringe filled with wood glue, carefully inject the glue into the slit you created. Squeeze in plenty of glue on both sides of the slit. Press down carefully on the bubble to distribute the glue and squeeze out any excess, then wipe off the excess with a damp cloth. For loose laminate, just inject glue under the loose area and then wipe off excess with a damp cloth. Place a waxed paper-wrapped board on top of the area and clamp down with c-clamps or place heavy books or some kind of heavy weight on the board. Let dry undisturbed for two or three days then uncover and sand lightly to removed any remaining glue. I restored a china hutch that had many areas of raised laminate due to water damage using this technique and you cannot tell where those areas were.

If you soak a towel in vinegar, ring it out and lay it over the laminate, it will come off easily.

I also am redoing old chest of drawers and the veneer was coming off so I took it off and sanded it and am now painting it.
