Mix baking soda with shampoo or cleaner. You can just mix it into the shampoo in your hand. Then wipe it down well with a clean cloth to remove the suds.
I haven't tried it on faux suede. You could call the manufacturer's number listed on the hairspray bottle.
Put a scarf or towel on the chair to prevent this.
