Going dark to light might not be possible.
You can't really dye them white, but depending on the fabric, you might be able to bleach them. Another option might be to use a stencil on them and paint it white (add fabric medium to the paint or use fabric paint) I don't think you could actually paint them entirely white, but the white stencil would make them look whiter. Of course, they'd still have the green background. If all else fails, you could try painting them completely white - probably both sides. Again be sure to use fabric medium in your paint or use fabric paint. I'd suggest trying it on a spot in the back - maybe the hem, top or bottom - to see if it will work.

You dye things to darken, bleach to lighten. If the sheers are old the fibers may be fragile, but try running them through a wash cycle with bleach to see if you can remove the existing color
it depends on what they are made of. If they are polyester no you can't dye them. If they are cotton you can.

There is a product that Rid makes called( I believe) White. Anyway it is sold with the Rid dies in the stores. It Won't take mustard out of polyester that has been washed and dried. Nor a lot of stains from t-shirts that have been washed and dried. But if you want to keep your whites sparkling white I suggest once every two months run all your whites thru with thes stuff. Try this on your curtains it can't hurt. I would suggest this over bleach because this does not streak. It might take one panel at a time depending on the size but it is inexpensive. Good luck. I don't think you'll be able to make them white but you can change the color. I had olive green curtain that came with my house and I used Rit to first remove the color and then dye it brown. After removing the color the curtains were a yellow/cream color but the brown dye was very dark and rich. I liked how it turned out. It was our first house and I didn't have the money to spend on new window treatments.
Rit has a color remover - costs under $3. Do this before trying to redye. Here is the back label - says will remove from most fabric. Worth a try.
I agree with the other comment below, and also know from experience that any fabric with any % of polyester cannot be dyed. Sheer curtains are almost always polyester fabric. If there no longer is a fabric content label attached, then grab a corner of the fabric in your hand, and ball it up hard and tight. Then let it go and hang down. If there are no permanent creases then the fabric is polyester, or polyester blend.
