I would think so....I have a laminate floor installed directly over the concrete slab and it looks great and has held up for years. (As long as the floor is level to start).
Yes; make sure the concrete is sealed. If installing outside, it can be held in place by running the pallet to the very ends and using stakes and a pressure treated border, or it can be nailed (nail gun) to the concrete. If installing inside, it can be glued to sealed concrete or nailed. Good luck.
Make sure the floor is level and the boards are straight. Use construction adhesive to glue it down. Hard to nail into concrete.
For sure, you just want to make sure that the concrete is level before you lay down the pallet floor.
If you are thinking of using a true pallet, be careful and read up on the safety precautions when using pallets inside because most are chemically treated and can be toxic when used inside of a home. The other factor with real pallets, is how rough they are. I have made several pallet projects, and the wood is rough, course, and will have lots of holes in them due to having to remove hundreds of nails and staples. You should look at luxury vinyl plank flooring - it can be placed directly over sealed concrete, is flexible, easy to install, and affordable - best part - looks like wood.
