This is just a guess on my part, but I think you would need to purchase pre colored bags. Maybe from a dollar store or party shop? I would think that adding a paint or dye to the brown bags wouldn't give good color and would run upon varnishing them.

I read that you can use Rit dye and white craft paper to do floors. She said the paper needs at least 24-36 hours to dry and set the color, then she dyed it a second time to get the color she wanted and again let it dry 24-36 hours. The photo she shared was beautiful dark blue..

Start with white kraft paper instead of brown paper bags, and then wipe it down with a colored wood stain before sealing it.
