The issue with your rose is that it is not getting enough sun/air circulation or is being watered overhead or at night where the leaves stay wet all night. Remedy these issues and your rose will be better. If you have damaged leaves, pick them up and throw them away, not in a composter, in the garbage can. Spray with a fungicide, Bayer makes a good one and give them better growing conditions.
i have used milk and onions with great success. I mix 2 cups of milk with a gallon of water and add a small chopped up onion. I let it sit overnight in the fridge. Transfer the strained mixture to a sprayer, add 1 tsp of Dawn detergent (this helps the mixture stick to the leaves) and spray the tops and undersides of the leaves. Be sure to remove and destroy any badly damaged areas of the plant first.

I’ve had great luck getting rid of black spot and powdery mildew by planting garlic bulbs around my roses and flower gardens. It also helps to make sure air is able to circulate around and through your plants, as well as watering the soil and not the ground. Other fungus killers that have worked great for me: ground cinnamon, peroxide & water (1:5 parts, place in squirt bottle, and spray generously on affected parts - both sides of leaves, etc).
