E6000, especially if there’s a chance of getting them wet. Any other cheap glues or hot glue and they’ll pop right off. I decorate my plant pots with glass stones with 100% success and the plants inside the pots are happy and healthy too!😊
Some use E-6000, but it gets a little pricey when you use lots. I use outdoor clear caulking that you caulk the exterior of your windows with. I have a bowling ball outside that I did with beads six years ago. It's finally telling me it's ready for the trash, but it was pretty for a long time.

GE Silicone seems to work very well for me. It adjusts to the difference in temperatures well.
For tiny beads like the seed beads, you might want to string some of them with clear thread and THEN glue them on. It's easier to get lines, spirals, etc, when the beads are threaded. Use tweezers so the glue doesn't end up all over your fingers, too...
