Hi Bobbykayalford
The easiest way to do this would be to find an 18" round pan of some type. This article explains how to make your own if necessary. Then continues on with instruction on how to actually make it.

Good luck!
Find some kind of 18" bucket, or barrel, and cut it down to say 4" deep. Mark a line with a permanet marker how deep you want your paver inside, so when you pour the cement in you know when to stop. I would spray some kind of release agent on the bottom or sides to make it come out easy. Choose your cement mix and gravel, mix well and pour in to your line. Make sure its on a level surface.

If you have a spot that you can build a make-shift frame with scraps of wood and a piece of plywood for the bottom the best thing I can suggest is using a base of sand and flexible garden edging. https://www.homedepot.ca/en/home/p.60-ft-coil-lawn-edging.1000172645.html If you make a frame big enough to fit 2-4 18" circles making it square and filling it with at least 2" of sand. Smooth out the sand and fit in the pieces of flex edging. If I remember correctly the ends either snap together or duct tape can be your friend here, taping on the outside of course! Pop the flex edging forms into the frame-this is where I think 4 at a time would work best to support each other at touch points. Squish the forms into the sand to keep their shape then resmooth the sand. Using quick set cement pour one form worth of cement at a time going diagonally. Cover the top with plastic to allow to cure. Check the instructions on the cement to know how long to leave in the forms and when that time is up, slip your fingers into the sand and lift each of the 18" circles out of the sand, slip off the edging and dust off the sand! Bag up the sand to use for other projects! Using the edging you can make them as deep as 4.5"! Good luck and don't forget to post photos when you are done!
