Deck skirting is an answer. Link attached. A budget friendly alternative might include a wood frame with chicken wire or screen material. But here is a link to a variety of ideas. Hope this helps.

We used lattice and cut it to fit to keep small animals from getting under our deck. If you do not want to use lattice, there is fencing similar to the orange fencing used at construction sites. The fencing available at home improvement stores is easy to install and light weight. In addition you can buy just the amount you need and color you want. We purchased some for another area that matches our back yard that is green to keep rabbits out of an area. Either of these would be helpful for your deck troubles. Hope this helps.
Try getting some ammonia in a sprinkling can an pour it over your deck, the liquid will seep down and the smell will deter them. If you could get under your deck to do this, wear protective eyeware and a mask.
We put mothballs in our flower beds, and in the ground around our house that has soft soil, in the fall and it seems to do the trick. However, sometimes you can smell the mothballs but I guess you pick your battles.
