My raised garden soil has become full of fibrous roots. What is it?

Over the. Past three years I have done everything I was advised to do with no evidence if improvement. I have a row of lilac bushes along one side about 5 feet away. I have rototilled it, added sand, peat moss, manure etc etc. Not all at once of course but as advised. I guess I need to have the soil tested. I use to have a fabulous garden but now ?.??.??? Any help?

      Thank you so much for you answer. Is there any way we can dig the raised beds out and put down the barrier and neutralize or reuse the same soil. The fibrous roots are very fine and actually bind the soil together. We did try to screen the soil and remove as many roots as possible but we couldn't get them all. I have three 4 ft x 10 ft beds that are about 18" high. Lots of soil! Use to have an amazing garden but now it is very sad. Thinking of retiring my gardening adventure. Any more suggestions?

    Hi Janet, Sorry to hear about you garden problems. I, too, have a raised garden (made by my 3 adult sons). When they built it, they installed a heavy duty weed fabric. The garden soil is made up of one third manure, one third sand and one third soil. The sand is for water retention. I water with a soaker hose (which is really just a hose with pin prick holes down the length). When I water every morning, I only let the water get no higher than 6 inches tall. This is called deep-root watering. I hope my story helps you. Don't get discouraged.
